It's a traditional Chinese educational item or toy. It's said it served for locking criminals. Though it may be exaggerated, it does look complicated to solve. However, solving it just involves a few basic moves which repeat over and over again. Once you get the trick, you may assemble or disassemble the rings from the handle even blindfolded.
