Il Trattato sulla Protezione delle Istituzioni artistiche e scientifiche e dei monumenti storici (Patto Roerich) venne adottato a Washington il 15 aprile 1935, con lo scopo di assumere l’adozione universale di una bandiera, già designata e generalmente conosciuta, intesa allo scopo di salvaguardare così in ogni tempo di pericolo tutti i monumenti inamovibili di proprietà nazionale e privata che costituiscono il tesoro culturale dei popoli.La bandiera è descritta all’art. 3 del Trattato, cerchio rosso con tre sfere rosse all’interno su sfondo bianco.
