the TCA's response to deter potential conflict was the controversial America-class heavy cruiser program. Six vessels were planned, but only four were completed before funding of the program was reduced. Because of their expense to operate, the heavy cruisers are usually kept at dock and patrol duty is left to smaller vessels.
