This is a sleeve for 87.5-108MHz band stop filters, such as this one: https://it.aliexpress.com/item/1005009536117241.html.It should protect it from moisture and dust, while also making it easier to manipulate. The caps has a knurled edge, ensuring a handy grip while rotating the whole assembly.It's made up of 3 pieces, the central sleeve and two caps. To assemble:put one cap at one end of the filter. The square hole should fit right on the SMA plug;slide the filter and cap inside the tube. The cap has a notch that should match the groove inside the tube: be sure to align it correctly.put the second cap at the other end of the tube, minding the orientation of the groove and SMA plug.It should be a tight fit, so glue isn't really required.
